Director Haynes of Lottery and Charitable Gaming Retiring

Governor Dave Heineman and Tax Commissioner Kim Conroy announced today that Jim Haynes, Director of the Nebraska Department of Revenue Lottery and Charitable Gaming Division, is retiring October 30.

Director Haynes, 61, has served in a variety of administrative roles during his 23 years with the Department. He was appointed as Charitable Gaming Director in May 2001, and Lottery Director in February 2004. Governor Heineman also appointed Haynes to serve as the Acting Athletic Commissioner in June 2010.

“It has been both an honor and a privilege serving Nebraskans during my career. I want to thank Governor Heineman and Tax Commissioner Conroy for the trust they placed in me. Along with all the wonderful people I’ve had the opportunity to work with, we’ve achieved many significant goals. I’m going to miss them, but look forward to my new role serving church congregations in north-central Nebraska.”

Under Director Haynes’ leadership, the Nebraska Lottery and Charitable Gaming Divisions of the Department of Revenue were merged under a single administrator in July 2007. The creation of the Lottery and Charitable Gaming Division resulted in greater organizational efficiencies and enhanced service delivery. Additionally, Lottery sales for Fiscal Year 2013 were the highest in the organization’s history, resulting in record transfers to the Lottery’s beneficiary funds.

Haynes is a graduate of the University of Nebraska-Lincoln with a Bachelor of Science degree in Business Administration. He serves on the Board of Directors of the Multi-State Lottery Association and the North American Society of State and Provincial Lotteries. In 2013, he was inducted into the Lottery Industry Hall of Fame.

With Haynes’ retirement, two Lottery and Charitable Gaming Managers will serve as Acting Directors for the Division.

Jill Marshall will serve as Acting Lottery Director. Marshall joined the Nebraska Lottery in 2000 as Key Account Manager, and was promoted to Marketing Manager in 2011. Prior to working for the Lottery she spent over 16 years working in the grocery industry. She is a graduate of the University of Nebraska at Kearney with a Bachelor of Science in Comprehensive Criminal Justice.

Aaron Hendry will serve as Acting Charitable Gaming Director and Acting Athletic Commissioner. Hendry joined the Division in 2008 as Lottery & Charitable Gaming Legal Manager. He is a graduate of the University of Nebraska-Lincoln and the University of Nebraska College of Law.
